37 hours per week, Monday to Friday, Permanent
£64,623.33 plus £2,000 essential car allowance per annum
Manningham Housing Association is looking for a dynamic and motivated Head of Property Services to lead our repairs, maintenance and property compliance services. This is a key senior role, responsible for ensuring customers receive an effective, high-quality and cost-effective service, while supporting MHA to meet its responsibilities for health and safety, property management compliance, and continuous service improvement.
The successful candidate will provide strong leadership to the Property Services team, including the Senior Maintenance Surveyor and Compliance Team, and will work closely with the Director of Operations to develop robust systems, policies, strategies and improvement plans that support excellent performance and customer satisfaction.

Key Responsibilities:
- Service Leadership: Lead and manage MHA’s repairs, maintenance and health and safety compliance services, ensuring strong performance, customer satisfaction and value for money.
- Team Management: Provide motivational leadership and support to staff, ensuring clarity of direction, effective communication, development of personal potential and a positive team culture.
- Repairs and Maintenance: Ensure all aspects of repairs and maintenance are well managed, achieving high levels of customer satisfaction and striving for top quartile performance within the sector.
- Health and Safety Compliance: Lead the development of robust systems and procedures to monitor and manage MHA’s obligations across property health and safety compliance.
- Strategic Planning: Lead the development of annual service improvement plans, repairs and maintenance plans, key milestones, performance targets and related major initiatives.
- Budget Management: Take overall responsibility for repairs, maintenance and health and safety budgets, ensuring effective financial accountability, control and monitoring.
- Policy and Reporting: Support the Director of Operations in preparing health and safety strategies, developing internal policy, and preparing reports for the Executive Team and Board.
- Procurement and Contract Management: Ensure externally procured services are effectively and efficiently procured, monitored and developed in line with legislation, best practice and value-for-money principles.
- Stakeholder Engagement: Develop strong working relationships with customers, local authorities, contractors and other stakeholders, using feedback to shape and improve services.
- Continuous Improvement: Drive innovation, positive practice and service improvement while guiding the service through current legislative and regulatory requirements.

You Bring:
- Experience in managing staff and leading a repairs and maintenance function.
- Demonstrable experience and in-depth knowledge of health and safety law applicable to repairs and maintenance.
- Experience in preparing, managing and monitoring budgets.
- Strong experience in developing services to achieve and maintain high-quality performance.
- Excellent written, presentation and interpersonal skills, with the ability to engage a wide range of audiences.
- The ability to think strategically, make clear decisions on complex issues and develop plans to achieve corporate objectives.
- A strong understanding of value for money and the ability to deliver efficient, effective and customer-focused services.
- A relevant professional qualification, such as RICS, or equivalent experience would be desirable.
- A degree or equivalent qualification would be desirable.
- CIH Level 4 or willingness to work towards it.
- A full driving licence and access to an insured vehicle for work use.
